We have an Office 365 Small Business Premium account and have a domain name linked for email, currently only one email user. I want to add a couple of more email users, so far I have been unsuccessful. 

Can extra users be added on that account or do we have to pay a subscription for each email user?  We only want the email service.

If it's just email we are wanting for these other users are we better off looking at another way of doing this?

You can have a mixture of subscriptions so you could have your premium account plus a couple of just hosted exchange subscriptions.

I find it easier to add the subscriptions and then add the users.

Hmmm. Looks like the Exchange Online plan on it's own is $4.90/month and the complete 365 package is $6.10.  Exchange Online at that pricing doesn't make sense.

if i have one user with a full Office 365 SBP account with 5 office installations, can i install them on computers used by people who only have an exchange only account? i want three users with email addresses, sharing one onedrive account but don't want to have 3 full SBP accounts.

I think you've got that wrong, where are you seeing that?
The full 365 package with Office suite and email account included is $15.30 per month.
Exchange email and one drive is $6.10 per month.
