Is there any server or apps that can save contact phone number as read only and can be access by several device?

You could setup a CardDav server using something like OwnCloud/NextCloud or any stand alone system (there are a number of opensource CardDav setups out there). Have a Google for CardDav servers and I'm sure you'll find something that will do what you are looking for.
