https://www.ransomit.com.au/australian-vps/ - Would highly recommend Oliver / RansomIT.

Never had any issues with the VPS's I have had with them - Any work (Planned or Unplanned) has been communicated clearly on their status page and they are normally pretty open to doing custom plans/pricing if you talk to them.

Does it need to be Melbourne?

I personally use a OVH vps in Sydney https://www.ovh.com.au/vps/

You could always use a AWS or Azure IAAS vm but that will likely be more costly.

We can do VPSes in Melbourne, whatever configuration you need. We lease our hardware from RansomIT mentioned above.

Microsoft offers Azure out of Melbourne - it's the "Australia Southeast" region.
