If I (like millions of others!) have an idea for an iphone/android app which I believe is fairly simple (no GPS, no linking to external data) is there some kind of a market for hooking up with a developer? Does this happen - for flat fee, royalties?  I've previously worked in a non-techy systems development role so I'd hope to be able to write a detailed functional spec.

All ideas welcome!
