I bought a 'static IP address' from my host. The reason for this was so I could put in the site IP address into a browser and it would resolve to my website. Apparently not. Why would this be?
It should do, so you need to ask the host why it doesn't. I don't think they should be giving you one unless you need it for something like a secure certificate. If that is why they have given it to you, you may need to use https
I did ask, pretty much talked to me like a child. Told me I needed a dedicated server. Although I have had a static address off them before and it did as I expected. It is on a shared host but it resolves to the static IP.
I wouldn't be surprised if they refused offer static ip addresses for clients on shared hosting but if that was their policy they shouldn't have let you purchase one.
However to back the truck up a bit can you explain why need a static ip address rather than using a domain name to access the site (eg www.somedomain.co.nz)?
Domain names are way easier to remember and more flexible.

That does not sound like good customer service. Obviously they are the only ones who can fix the problem, so you may need to change hosts if they are no help.
Well I complained about my site going down for about 6 hours the other day for 'a glitch' then I complained when they added the static IP address they pointed my site to some random web site. So my customers were sent to someone else's site for a day. Then I mentioned this static problem and the 'CEO' gave me the dedicated host line. If you can recommend someone to take all of this BS of my hands I'm willing to listen

What language does your website use eg php, asp.net etc? What size storage for your website do you need?
What database does your website use eg: mysql, sqlserver etc? How big is the database?
Are users mostly NZ or overseas? How much traffic does the site use?
The domain is registered. The new host will look after everything, your thinking that is pretty broad, but to be honest I shouldn't have to worry about the technicalities should I? or am I naive to think that my host should look after hosting? Seriously I just want someone who will host my site, reply to emails, not talk to me like an condescending pubescent teenager.

I am a startup, and like most startups I have big ideas with little idea. So lets break it down.
php mysql x 3 static ip so I can go 192.168.1.1/file.php (i know this not an internet address) email unlimited sub domains. The product is being pushed here and the UK, eventually Australia.
The product currently uses pull technology so it is polling the server every minute possibly 100's of 'products' this an M2M project
Right now the site would be lucky to push 100Mb including database.
I will given I am getting what I payed for not problem. My current host actually has a reasonable price solution but they have proven over that last couple of weeks they actually have no idea, and I can't afford cowboys with 6 hour response cocking this up.
In start up phase I'm funding from no income so my price range is limited. Maybe $50-60 a month, for a tiny website with bugger all traffic. Once we make some money then money will be no object.

Can't you just do this in DNS? I'm not a networking expert though... quite the opposite.
