he has but you can't use wifi, if you want wifi you have to flash the new bootloader, well as far as I was aware I'll do some more reading in case things have changed as they obviously do

1. everyone needs to be on the latest modem (I9005XXUNA1). I have it uploaded in our s4 echoe kitchen: http://echoerom.com/echoe-kitchen/s4/

2. If you flash the rom without odin flashing the stock leak (get the stock android 4.4.2. Leak from here: https://docs.google.com/uc?id=0b3gpw...xport=download, here: https://mega.co.nz/#!n0evukjy!j_vma3...8gsvqfm-tfkzea, xda thread: http://forum.xda-developers.com/show....php?t=2465713 ) then you wont have wifi… everything else will work just fine but no wifi… If you choose this option then that means you can use this rom (without wifi) even if you are on the old bootloader .

3. If you want the full functional experience of echoe 13 (android 4.4.2) then its necessary that you do the following:
a. Reboot into download mode with the phone turned off. Using odin pc (v3.04 worked just fine for me) flash stock leak (get it from here:https://docs.google.com/uc?id=0b3gpw...xport=download, here: https://mega.co.nz/#!n0evukjy!j_vma3...8gsvqfm-tfkzea, xda thread: http://forum.xda-developers.com/show....php?t=2465713 )
b. Again via odin pc flash the latest philz recovery (get it from here: http://goo.im/devs/philz_touch/CWM_A...fltexx.tar.md5 )
c. Wipe cache, dalvik cache data and system (DO A CLEAN WIPE!!)
d. From recovery flash the echoe13 of your choice (deodex or odex version)
e. No need to root before hand!! Your phone will be rooted after flashing echoe13
f. Flashing the Stock Leak means flashing the new bootloader which means VOIDING YOUR WARRANTY!!!

Any rom that you flash a zip in CWM recovery does not change the bootloader

Bootloader will only change with ODIN or OTA updates

It all seems a bit complicated for me. I might just stay on 4.2.2 for now, it seems to work fine.

Move to New Zealand's best fibre broadband service (affiliate link). Free setup code: R587125ERQ6VE. Note that to use Quic Broadband you must be comfortable with configuring your own router.

There's another root method, basically patching the standard rom with a script. I read about it recently on xda.
