They kind of have. Well on the VF AU site they have delayed it because of a bug. They don't provide an ETA though. So I can only surmise that they treat AU/NZ the same for VF.
Yeah...I want to hear it from VF NZ. Sure, it's tested in the same place/together, but how about a bit of respect for their local customers...no word of updates, no word (locally) that it's been delayed, and nothing on when it's expected to be resolved either. Also no word on what the bug actually was...
Not good enough, IMNSHO.

Once we've issued network approval for a software update, we don't hear anything more until it's rolled out, as it goes back to the manufacturer for release on their schedule. The 4.4.3 update for the M7 was approved some time ago (18th of August - build 6.11.980.7) and a slightly later build was approved on Monday (6.11.980.9), so presumably whatever was identified by Voda AU has been corrected.
I've asked the Terminals team if they have any further information on the nature of the delay and the anticipated drop of the OTA, but I would expect there's not much more they can provide as the hold-up is not at this end, and the release is always at the manufacturer's discretion. Hope that helps. :)

Dingbatt: The apps you have lost disappear when the bootloader is unlocked via htcdev.com.
You must have a stock recovery installed if you are trying to do an OTA update of the stock rom. It is installed from the adb using fastboot. Any recovery can be installed this way. You say you have no recovery, what happens when you try to boot into recovery?
Apks for the missing apps are available from xda-developerrs.
Any custom roms I have installed have always been via a custom recovery such as twrp or cwm. It looks like cyanogenmod installer unlocks your bootloader as part of its preparation of your device to install CM. By the looks of their site CM provide the installer as a 'one stop shop' to get CM on your device. I would suggest their faqs and forums may bear more fruit than here.
