I think it was possibly software related, I just rooted it and installed a custom ROM and am getting near full signal (Although it could be an error). I've yet to get a phone call on it as I usually tell people to ring my landline since it would cut out i the past.

Rooted - CWM - CM ROM 10.1

You need the rssi which will give you a much better indicator for signal strength

Using RadioMon


Switches between 51dBm and -105dBm. From MMC-MNC 530-01, LAC-1307, Cell ID 926.

Using Open signa

Reads 98% Signal at -51dBm UMTS

----------------------------------------------------------------

Two different phones sitting next to each other both running android.

My S3 is switching between -51dBm and -103dBm
Friends LG P500 is staying between -91dBm to -105dBm
