I'm unsure what you want the app to do. If you can't dial 111 will you really be able to start an app and hit a button that says "I need help". If GPS isn't turned on you'd need to activate that as well.
I'm not trying to be difficult, but if you want an app written you'd really need to think through the requirements, the user interface, the motivation, who it notifies and how, etc. 111 goes straight to people that can help you. Hopefully NZ implements a solution to allow sending your location in soon, since land lines are starting to disappear pretty quickly.

If a person in need of medical assist had their gps location and this information was given to "emergency services" do they have the ability of using that information? with there present tools?
gnfb: I think that "the Clever ones" at Geekzone should develop this as a "Geekzone initiative" Imagine the kudos and recognition you would gain
rscole86: There are all ready apps in use in Europe which do what I think you are after. Search the google play store for 112 and you will see a few of them. However, we would need to use one developed by Intergraph which would enable integration with our existing emergency software.

There are others which seem to rely on an external vendor, but not sure how they would work with NZ 111.
