apologies - discovered that there are 2 types of notification
ongoing notification and ad hoc notification. i disabled ad hoc notification and it hasn't been activated for a week now. but the ongoing notification in my notification bar, however annoying, is still there, every present :D
so the options only show up once the app has requested it from the OS. eg got an app that comes with around 10 permissions but only one option under app opps (which has never been activated by the way), but the other nine are not showing and i'm guessing have not been requested by app.
strangely though my father in law bought a galaxy 8 phone (yeah i asked him how he'd be making any calls if his bluetooth module was not working/present/charged etc) and it says 4.3 but opening app ops takes us to the settings menu, no app ops! strange!
