It's a losing battle...

There's no practical way to limit data usage/quality across devices/users in the home without spending money on hardware capable of decent QoS and per user/device data limits.. even free OS solutions require hardware to run on, tech savvy to install/config.

Also youtube won't be the only problem wait till they discover twitch.tv, snapcaht etc etc etc.. even facebook has more video these days.

Change to a larger plan is the best option.

mrbbi: 1. If your Tablets/Phones are rooted?, Install Xposed Framework + Yourtube.
2. 3rd party app is Viral. "Viral popup" is the free version & "Viral Pro" is the premium version. For some reason 480p is a listed option but doesn't work. It jumps from 360p to 720p.

There aren't too many decent 3rd party android YT apps.

Thanks for this, looks like Viral pop up does the job, gave OGYouTube a try but it appears to only let you manage the bandwidth/quality for the videos you are going to download not the ones you are streaming.
