I am hoping to be shot down here - but what is to stop someone who has a vaccine pass email from allowing 'acquaintances' to access that email and use the vaccine pass as if it were theirs?

Nothing, that's why in reality you have to check a persons photo ID along side the vaccine pass.

So a 'Homer Simpson' design (Doh!).  If you can show a vaccine pass you will get into restricted venues with ease - photo id checks are too cumbersome - and a vaccine pass is available from anyone of the 1 million who have got them so far.

Exactly the same thing that stops young kids borrowing their big borther's ID to get into a pub/concert/whatever
