I'm not so certain this is an issue right across the Samsung range, it's pretty much negated anyway by substantially larger internal storage capacity of the models further up the range.

I've got a Tab A7, SM-T500 running Android 12 that I've just inserted a new SD card & tried moving apps on. There's not too many apps that allow moving to SD, only 4 on my Tab. Appmgr Pro did the job quick & efficiently. Given that this T500 model is just 1 step up from yours, I think this limitation you're having difficulty with is likely implemented to force hardware upgrades. It's not an unusual thing, cynical, yes. Unusual, no.

I think you're right to be cynical!
My previous samsung was a tabA sm t380 with 16gb internal. Interestingly i still have it and can still move apps to sd card, though that ability came and went with various upgrades, but Android upgrades ceased and although memory became tight it was still usable, hence my 220 with 32gb seemed more than adequate for my needs - except now i can't move apps to sd card and indeed those that had been moved have now reverted to internal! This is remiscent of Apples slowing down the processor on some of the older phones during an 'upgrade' a few years ago, which resulted in a class action if i remember rightly.
An upgrade which reduces the capability of the device, whatever it is, has a definitely dodgy feel to it.
I do have several apps amounting to maybe 4 to 5 gb which say they are movable, if the os would let me. When the time inevitably comes i need to replace the tablet I'll look a lot harder at other manufacturers. I'm feeling somewhat peeved at samsung.
