I'm not sure you can blame Samsung here. I bought my phone specifically as it had an inbuilt DAC and a 3.5mm headphone jack. Everything else was incidental. 

 

If 24fps is crucial, then surely that should be at the top of your list for specs?

Since it's Samsung phones that are having the major problems with allowing 3rd party apps to change frame rates, then yes, at this point Samsung are the ones to blame. Until further information comes in.

 

And sure, I assumed a Samsung flagship phone from this year would at least be able to do what an iPhone 6s from 2-3 years ago can.

 

Its EXHAUSTING having to double check EVERY SINGLE THING that any piece of technology can do. 

 

Seriously though can you say that you are NOT surprised that a S10+ CAN'T support 25 or 24 frames per second in 3rd party apps?

That spec doesn't say that it can do 30fps at 1080 or at 4k. And yet it can.

 

They don't put everything on there. And since there are 3rd party apps that work with Android that can do 24fps or 25 fps, then why not?

 

Ok, fine you think it's unreasonable to expect that a device can do functions at LOWER specs than advertised. 

 

I think it's stupid. We will disagree on that.

It’s 30/60 because they’re factors of the screens refresh rate (60Hz). I have to agree with the question of 24 vs 30, does it matter when it’s that low anyway? If it bothers you then reencode the framerate later.

It also depends on what the firmware of the camera exposes to the device. If you’re root you can fiddle around with it but that requires you get access.

But really, every modern display from TV’s, phones, computers runs at minimum 60Hz, why would you expect a non-divisible frequency to be available by default?

To those who don't understand why 25 fps or 24fps (native shooting) is useful, that's fine.

 

You don't need it, or don't care.

 

But I DO know of which I  speak when I say that converting from one frame rate to another is ALWAYS worse than shooting it natively.

 

And you may not like 24 or 25 fps. But many do. 

 

So if this is of on use to you, move on. I'm not proposing REMOVING any existing ability.

 

If you don't have a solution or a way to contact the right people, then kibitzing here is entertaining, but no use to anyone.

Why is everyone obsessed by screen refresh rates?

 

I haven't addressed it earlier because it was irrelevant.

 

But the screen refresh rate is simply not a factor when viewing ANY video. It DOES matter when the VSYNC is but that can be controlled.

 

No screen refresh rate will sync itself to the video you're playing on a computer. (putting aside variable sync rates used by games and high end systems, that MAY work on video in the right circumstances.)

 

It will on a TV, because that's ALL it's doing. 

 

Screen refresh rates are a boondoggle. Not relevant.

I wanted the One Plus 7t Pro but it does not have wireless charging so that's a deal breaker for me, I'm not about to go around saying they should do this and do that because I want it.

 

Returning your phone because it is "not fit for purpose" is a stretch, just assuming Samsung would support lower fps because a totally different operating system (ios) does is being a little naive.

I have shifted my perspective on what I am expecting Samsung to supply. I do think it’s short sighted to not support 25 / 24 FPS. But that’s their decision.

What I am not backing down on is that it seems like the Samsung Galaxy S 10+ that I have is very difficult for third party applications to get working with 25/24 FPS. Its one thing to not support it yourself. It’s quite another to hamper other people in making the software we may want. (If there is a hardware or technical limitation, they’ve never said. Mind you, the people I get on chat or the phone are first level support people, who simply don’t know enough. )

Having said that, I’m unsure that it’s all Samsung phones that have this difficulty.

But I see specs from other software companies that are writing video apps for Android. And they say that their software supports 25 FPS on the Samsung galaxy s10+. And yet it doesn’t work. I am trying to send them data to see what the problem may be.

If there was some clear voice from Samsung that said “we do not cripple our video for third party apps. “ . Then I could see if my phone is actually broken in some way.

I know I’m being bolshy about this. But this is the straw in a long list of technological straws that are all adding up into my disgust at modern tech companies. Incomplete software, removing features that are still useful, and on and on. Not to mention a breathtaking arrogance that anyone might question their decisions and ask them to consider supplying options.

That’s the problem. The third party apps don’t work on this phone. I’ve found a few that say they will record at 25 FPS. And on some phones they do. But not on this phone. ( I have one now that seems like it is working. And talking to others who have tests that SAY it should work, but it doesn’t. )

AFAIK, this is a software problem, not hardware. I’m not asking for a FASTER frame rate, just a slower one.

I’m looking at my 4 year old iPhone 6s, that happily will record in any frame rate the software asks for. And I’m wondering why my flagship Galaxy S10+ can’t meet or surpass it.

3rd party apps seem to record 24fps 25 and any decimal point in between. I'm also on s10 plus btw. Do you mean it doesn't save as 24fps?

Btw I have a tip. If you want to record video on a phone use an iPhone 11 pro. There is no comparison. S10 video is sh#te in comparison.

That doesn't help the OP if they've bought into Android. I face the constant issue with iOS of trying to export said high quality videos anywhere else. For example records a short clip of me hitting a golf ball. Que much gnashing of teeth trying to send the 30mb file anywhere.

 

NB I finally found a work around for this. As iPhone seems to remove the option of sending a file in iOS in Whatsapp, Viber, Signal etc, I've told him to wait until he gets home and the video is backed up in the cloud. He then logs into the cloud and sends me the link to high res file. Which I can then download. 

 

If anyone knows a better method, please let me know!!
