My dad's very old Nokia (b&w screen) has died. He has a Acer android tab and like and uses it alot now he want to upgrade to a android phone. He has a very small budget say 250max. The cheaper the better what would you guys recommend as the best phone for this price point? He will mainly just text and call maybe a news/weather app. Cheers

I just went through this process with my parents.

If you want to go with vodafone / 2 degrees then buy the Huawei G510 from vodafone for $299.

It's such good value that you really should spend the extra $50 to get one. If you are using Telecom XT/Skinny then disregard this suggestion.

4.5" LCD / 800x480 / Dual Core (Either 1Ghz or 1.2Ghz) / 512 mb RAM / 4GB onboard memory / Front + Rear camera.

You can get something in the $200-$250 range, but the g510 is around $200 better for $50-100 more.

If $299 is too much, you should look at second hand phones on trademe.
