If one enables mobile data on the phone - is it at all possible to control when data is used? Email gets updates, SMS / contacts syncs to cloud, weather updates, if you visit a webpage they may take your GPS location, maybe not all apps allow one to control when it uses to update the app. Or ... is it entire possible to enable data but at the same time disable all activity unless you given it individual permission for each activity?
Depends what type of phone you are using. On stock Android 4.0 and higher you can control how much is used in total, but not when it's used. Google Play allows you to only update apps when you're using Wi-Fi. Currently there is no method to single out which apps/activities can use data.
jeffnz: at the least you should have locations, GPS and sync off. Google now uses data and also battery hog so bet to switch that off as well.
To be honest only safe way is to switch data off.
I don't think he's worried about security. I think he's worried about mobile data usage since that's pretty expensive. Locations/GPS is fine to have on since it doesn't use much battery.

Apps use data in 2 ways, foreground and background. Foreground is when you are using the app. Background is what the app uses when not being used to sync etc. You can restrict background data app by app so they only use data when you use them when on mobile data and only sync in the background on wifi. Go to settings data usage click on the app you want to limit then scroll down to the bottom and tick restrict background data. Other wise each app has sync sins you can stretch out to the Max. It turn mobile data off.
Would using Juice Defender help. It has a mode allowing allowing you to select when a app can access the internet. This ranges from all the time to never. I am not sure if the free version has this but it is certainly on the pay versions.
I use to have a really good app that restricted data use on an app by app basis. Can't remember the name but it was an Android app but it definitely required the phone to be rooted.
