My galaxy S4 does HD photos that are usually around the 2MB mark. 

I remember an application i used to have that you could access via the SHARE menu.  You'd choose the image resizer app, and that app in turn would ask you what app to share the downsized photo with. 

Can't seemm to find the app anymore.  Does anyone use something similar?  I'm surprised image resizing isn't part of the OS - the only thing I can find is crop.
