Hi my to do list has hit a new high and I can't remember things i need to do (been like this for 2 years now) ...

Is there an App that has similar GUI to Any.DO but without me signing my life away?

Umm and free too.

And I don't want it to integrate with google or the cloud or anything else.

Simplest Checklist requires no special permissions.

Wunderlist and Tasks are pretty good too, and only want the basics for what they do.

I used Google Keep on Android for that sort of thing. Nice widgets, syncs (Which is important considering how often I change devices), et cetera.
