Does anyone know if this http://www.trademe.co.nz/Browse/Listing.aspx?id=856226937 will allow me to use MS Office Online (the free basic one) on it?

I need a VERY basic, cheap tablet solely to use Hotmail and Office Online.

I Googled it but don't really understand the info about version compatibility.

Not an expert on these things but I believe the new office on android requires at least kitKat. (Andriod 4.4) but that tablet states 4.0. I wouldn't count on official updates, and 3rd party roms can be scary (potential to cause warranty issues or brick the device) if your not savvy about these things.

No, that tablet runs android 4.03 and I doubt it will get an upgrade to 4.4 Android needed for office on a tablet. I don't know about web browser compatibility for office online. 

I would recommend a windows tablet honestly. 
Something like the nextbook 8 or nextbook 10 windows tablets are going to be a better bet.

Noel Leeming has them
So does computerlounge for cheaper

$200 for something new and designed to work with office/office online is going to be better than the crapshoot of compatibility Android is going to present.
