Why can my wife not receive MMS messages on this handset, mobile data is off as she does not have a data plan, the settings were updated by text message from TelstraClear, and checked and tweaked by what I found here still no luck.  She does not want a mobile data plan and as such does not want to turn mobile data on.  in the old days you did not need mobile data for MMS, what's up with this?

she gets a message that she has an MMS in the same thread as the SMS with an option to download, but when you click it it looks like it is downloading for ages but nothing comes through.  I never had an issue, but I did have data on.

You need mobile data on. Mobile data has always been required for MMS. The only difference is in the "old days" phones did not connect to the internet the way modern smartphones do now. The technology behind MMS hasn't changed.

Need data on. Why bother with a smartphone and have data off? May as well have a $19 junker in that case.

I made the mistake of buying a Samsung Ace from a parallel importer for my wife.

I could never get the damned thing to display MMS messages.
I even called Vodafone technical support, got to tier two and spoke to guy there that said he had done the same thing, and if I fixed the issue could he contact me and tell him how I did it.

The phone was from (as far as I could tell) Russia.
My wife wouldn't let me put a stock rom on it, so it kinda just stopped there.

The phone has finally packed it in and upgraded the phone to a iPhone 6, she loves it.
Now she sends photos all the time.

Thanks all, my wife doesn't have a plan that includes data yet, instead she uses WiFi for data and off WiFi for calls and text, yes this means no access to email or FB on the go all the time but she is happy with this you couldn't get this from a $19 non smart phone. And if we add data then she is ready to go.

As for the real issue, MMS, if the technology hasn't changed and we did it with out data before why do I need it now?

MMS has always needed & used data (or WAP I think).

Correct as above.

Background data is required, but android handsets tend to include this in the 'data' class and as a result is turned off when the data is.

I only turn data on when required on my handset, and as a result have MMS options set to manual receive. That way you can ensure data is enabled before clicking download, if it tries automatically it often leads to failure and message expiration.

You can always try turning data on, and although there is none attached to the plan see if the background WAP kicks in (much like free services on standard phones you used with SIM tools)

I don't know how to see if WAP kicks in. And I then have to go through and disable background data for the apps so that they fit take advantage of the data connection.

If data is active you should see an icon in the notification bar (top of screen). It will have up & down arrows & either 3G, H or H+ something like that...
The other way to see if data is active is to open the browser or Facebook, etc.
