I am running 4.4.4 which I believe is called lollipop?

And the internal space has runout

I have a 16gb sd card installed

Is there an app that tells the device /software to install apps to the sd card? cause I cant find it

I have tried various application managers they seem to want me to "root" the phone I would rather not

4.4.4 is KitKat

Lollipop is Android 5

Installing apps to the SD card is restricted by most OS builds, for many reasons which a quick Google search will tell you.

so is the solution to root phone so that the storage problem can be overcome?

The solution is to see why your device is full. Moving apps to the SD card isn't necessary the solution because they're only small and should ideally be run from the internal memory.

Why is the internal storage full?

You can see what is taking up the memory easy on the handset under settings and storage

Under Settings -> Apps (or app manager if your device is a Samsung) how many of your Apps have you transferred to your 16GB SD card? Some can't be moved, and they will be greyed out. But there are plenty that can. KitKat did introduce an additional limitation whereby apps couldn't access another app's data that was stored on an SD card but I don't think that is your problem here.
In addition apps like the NZHerald one retain huge caches of data that need to be flushed out occasionally. Facebook is another one that is bad for this. But the worse is Zinio which insists on storing all its magazines on the internal storage (hundreds of megs) and refuses to be moved without some root trickery.
Note though, the "move to SD" I initially mentioned doesn't require root.
If you search for "Android insufficient space to install apps" there are heaps of online guides about how to free up space.

I suffer from the same problem from a phone thats stuck on 4.2.2.
I moved all the apps I can onto my SD card as detailed by Dingbatt.
Usually I get out of space errors when trying to update apps, I would need to go through the Apps list and clean out the cache for all of them before trying to update the apps again.
I recently started using an app called App Cache Cleaner which lets me clear out the cache for all apps in one go. Seems to be working for me without any ill effects

Hmmm...you seem to be implying that your device perhaps should have infinite space. The thing is that it doesn't, and CAN'T have. All devices have limited storage, and with mobile devices, it's even more so. People have pointed out tools you can use to see what is using up the space but the liklihood is simply that it's being used by your "whole load of apps". You need to realise that you can't just buy a device with limited storage and expect to never have to worry about how many apps you have, and what they do.

Some cheap phones simply didnt have enough system/user memory . That may be the real cause.
What brand & model is it ?

Even some less cheap phones have the space partitioned in stupid ways so that it runs out.
