Bought a cheap android tablet and having issues. Wondering if there is a way to set up to view video & photo files on my computer over home wifi?

Kodi is quite easy to use. It is just a lot more than a file viewer

Install kodi from play store on tablet.  Share the folders/drive on your windows machine.

Add the shared drives to kodi.

If the video files are tv/movie files they need to be named properly for them to be indexed. Otherwise you can just view the file names.

Add the pictures the same way.
My s4 runs it fine

ES File explorer works across networks. You could browse on the network, hit play on the file. Works well for me.

Once it is set up yes. Even my 60 year father can use it and he struggles to turn a computer on.

You can also put it in kiosk mode to prevent settings being changed.

Would be perfect as a kids cartoon watching device
