Depending on your phone/android version it may be slightly different.
Go into Contacts.
Hit more or the menu button or the three dots or settings or whatever your phone shows/has
At some point you should see "Contacts to display", and then select a contact option (All contacts, Phone, SIM card, Google account etc). Select All Contacts if you aren't sure where they're stored.
Hit the back arrow or back button or whatever you have on your phone to go back to the Contacts settings screen. That should do it.
If "All Contacts" is already selected, then that's going to need more thought!

Just looking at a P8, when you hit Menu in the contacts app the top of the list says "Contacts to display". I guess that's changed in the P9?

Is your gmail account on your old phone still? If your daughter is saving contacts to your Gmail account you'll likely see her contacts as well.

You mentioned Outlook. Does your old phone have your Outlook account on it as well as your new phone? The new contacts she is creating could be going on to your Outlook account which is showing up/syncing on your new phone too.
And regarding your contacts that keep coming back, would it be possible that you have duplicate contacts? So when you delete a contact, it could delete on Google, but remain on Outlook.

The reality is that any time you sell or hand down a phone to someone else, you really should do a full wipe/reset/clean whatever it's called for that device. Your accounts/apps/data is very hard to restrict from the new owner if you don't actually do a full wipe.
