We need your help to find a cheap, rugged tablet (probably android, but doesn't really matter), so run a browser-based communication system.

 

The screen needs to be at least 10 inches.

 

It will need to handle splashes, knocks, etc, and be cleaned with a damp cloth.

 

We're going to need multiple tablets, so they need to be on the cheap side.

Whats the budget as Rugged devices are not cheap.

 

The market is full of Windows tablets that are rugged, Not too many android ones but you could try your luck on ali express.

I would be going with something that has rubber protruding edges and a lip around the display to stop face down smashes etc. 
The one listed there i personally wouldn't go with.
Is this for education in a school or in home use? Does the govt subsidize a device for this? 
Have you looked into leasing devices?

IP rated rugged cases are equal value to the tablet the OP listed.
As its going to be wiped with damp cloths, You dont want moisture building up inside.
