On my Samsung Galaxy A3 (2017) in the top left of the screen I have "Weather" (the weather widget), by Accuweather. However my wife's Samsung Galaxy S9+ has one by The Weather Channel that has a lot of extra features I would use. What is this called (the app store didn't seem to know about it), is it available for my phone, and can I set it up in the top left corner, like the current weather one?

There's a Weather Channel app in the Play store. It has widgets. It's also pretty heavy on advertising.

On my phone, widgets are added by long pressing a blank portion of the screen and then browsing the list of installed app widgets.

I'm a fan of the weather underground app as lots of local people upload their data from personal weather stations. There are more than 15 in my town. (including me)

I get it to display my weather stations current temp in the notification area so I can easily see the outside temp on waking in the morning.
