Turn on lock. Boot to the lock screen. Double click power button to access the camera app. First thing that comes to mind.

I had used this app in the past, a while ago now, to perform actions based on scenarios: https://play.google.com/store/apps/details?id=net.dinglisch.android.taskerm

I think it would do what you want.

In my case, it was to (re)start Spotify when jumping into the car as the phone I had at the time would have issues. Worked great.  Based on a rule that looked for the Bluetooth device that was the car.  I'm sure it'd have a rule that was "on device start...."

Its worth the $6 or so.

I use an app called Macrodroid for automation on my phone; I just set up a macro to launch camera on re-boot and it worked well. Of course, I've got a passworded lock screen on the camera, so can't say how it would behave without this set, but imagine it would work exactly like you're after.

The free version of Macrodroid provides a handful (five?) of macros, so would work fine in your case; of all the automation apps I've tried this is the easiest to use.
