In the past I have used the Situations app to set the phone to "Silent/Do Not Disturb" when with the phone is within range of a particular WiFi network. I have tried this using the Mode/Routines app but for it to work you have to be connected to the network. I want the phone to change modes when within a WiFi coverage area without having to be signed in to the network.

 

Is there any way to achieve this with the Modes and Routines app?

This is how I do it, I have it use my location to turn this on when on the same block as my office. 

 

Set the "If": to a place (work)
Set the "Then": Do Not Disturb (On)

I have found that option but it is the Wifi option I really want to use.

I know Situations does it. I figured it was better to use a built-in app if possible rather than installing a separate one.
