This isn't available for the NZ Android Market, but if you have a modded phone (like me) you can download Market Enabler & set it to T-Mobile USA.

From here, you are able to bypass this restriction and download Photoshop Mobile. I have got it on my phone and I must say that it's quite limited.

I'm gonna buy a second phone and mess with that. I have a deep aversion to performing "testing" on my "production" phone. Been in IT for almost 30 years.....Learned long ago not to play with the main system.
