The majority of the android handsets out today are on 2.1.

2.2 is still being rolled out for many handsets around the world.

Because the OEMs are slack about updating to the newest versions of Android. In the case of some manufacturers (sony erricson, samsung, etc) they won't update android on their phones, so you can go buy their newest phones. :)

On the other hand, if you can root and change the bootloader, you can flash custom ROMs that people release themselves, which are usually faster/better/more up to date than manufacturer ROMs.

Samsung seems to work on the theory that once the handset has been released there are no updates because there will be a new model out next month with a later release on it. It's only because the likes of the Galaxy S is their flag ship product and a lot of people complained that Samsung rolled out a 2.2 release in some parts of the world. I'm waiting for an update to my Galaxy 5800 but I'm not holding my breath..
