Corporate Policy and Marketing will override the entire thing and no good will come of it. He will eventually leave, disillusioned and hating Samsung.

networkn: HTC are moving TOWARD locked devices, Samsung AWAY from locked devices, someone like Steve wouldn't be welcome at HTC and he would never agree to work for a company who locks their devices, I will almost guarantee in his contract there is a clause that allows him to walk away with a golden parachute if Samsung Locks it's bootloaders on flagship models while he works there.
