The number of text messages sent in one day reached an all time high of 111 million on New Year's Day 2004, as record numbers of people across the UK sent greetings to friends and relatives via text message.

The law explicitly bans the use of any visual device, like video monitors or screen or any similar way to visually displaying video. It doesn't say anything about Voice Activated or Text-to-speech though.
