WinX HD Video Converter handles h.264 but you'll have to pay for it. Not too expensive and very easy to use.

I'm changing the subject because it's utterly meaningless.

you could also try vidcoder.
I think it uses handbrake as a backend, so it may or may not do the job.
Why not just use handbrake?

because it deinterlaces all video even if there no need to but when you use Anamorphic it wont but i do not what to save videos in this i would like to convert them to 640x352 or 528x384

and the frame rate is Variable when it should be constant 25fps

Moved to correct forum as this has nothing to do with Freeview, where it was originally posted.

You can select loose anamorphic and change the width and the height will change automatically or ditch anamorphic and set video size manually. In the video filters tab you can turn off deinterlacing and decombing (only deinterlacing when necessary). In the video tab you can select the frame rate as matched to source or between 5 and 29.97 FPS fixed.
When happy, just save the preset.

If you want .avi files with xvid though, freemake video converter is pretty good too. allows good control with lots of settings and seems pretty fast too. Allows you to que jobs a bit easier than handbrake too so you can set and let them run.

handbrake is my default encoding program for all of my Full HD camcordere recordings. im quite sure it doesnt deinterlace all video? deinterlacing is off by default. there's so many options in handbrake so unsure as to why it isnt meeting your encoding needs.
