I'm presuming you mean Auckland. If they were to go up a level it would have been done already. It's bonkers to wait till it seeds everywhere and grow umpteen hidden clusters and then decide to go up a level.

Judging what we do next by what we've done previously doesn't make sense either - given how the three tiers came out of nowhere.
We still have large numbers of cases infectious in the community. Agreed it has likely seeded everywhere, but moving down with things getting progressively worse (not just flat-lining at not-zero cases) doesn't make sense either.
I can't see a move downwards as being on the cards either way.
I almost forgot their was an announcement today. I can't see anything moving, Waikato is probably still too early to move down to Level 2 but they may get L3 stage something? I think Northland is in the same boat as Waikato.

Auckland is going no where this week.... The Big question will be about schools next monday (+ vaccine mandates for Healthcare and potentially teachers)
TBH, Auckland's progress now relies on Vax numbers... over the past week they have gone from 51-62% double dosed, if they ramp that up a bit they could potentially hit 75% double doses by next week...
Unfortunately you really need 2 weeks AFTER that to be effective...
If it was the government of old I would have said they will hold the course until then, but given the length of Auckland has already been locked down, I think they will promise greater freedom for Auckland from next week.
BUT
Its going to start to get really tricky because overall Vax numbers will start to look really good in Auckland, but some groups will still be not great... and the govt will have to balance the possibility of all the infections and hospitalisation occurring in low vax areas... as against the vaxxed majority wanting to get on with life..
Mrs Duck shortened her delay between doses and got her 2nd jab on Sunday. The vaccinator told her she had expected most 70+ people to have been done and dusted by now, but she's had a surprising number come in for their FIRST dose lately. The reason they gave? Vaccination passports. Being locked out of doing things was the motivation they needed to overcome whatever it was holding them back.

As 15% of NZs population can’t yet be vaccinated, we would need 100% eligible population to be vaccinated to reach that sort of level. The government hasn’t stated a figure but I think they want this sort of level without using sticks or carrots

Europe have an slight advantage over NZ here is that many have a much older population skew than we do..
Portugal is about 15% under 15, NZ is about 20% .. Italy is 13%...
