So... when all the Auckland DHBs get to 90% double-jabbed (so a week then +3 weeks assuming we can hit 95% in the next seven days), we get to move into the Red Alert?

Wow, there really is going to be a separation between vaxxed and non vaxxed, they have thrown the responsibility directly onto businesses to operate with the vaccine passport requirement. Yes it "voluntary", but if a business chooses not to, they then have to run with existing measures (masks, social distancing, limits etc).
So do the current settings for the rest of NZ (Level 2) stay in place till all DHB's hit 90% or each areas hit 90% full vaxxed then we move into Orange level?

Yes. It's hard not to see this as the boat being pushed out until the end of November.
So potentially another 6 weeks with no change? Meanwhile 2.8 million fully vaccinated people sit, frustratedly tapping their toes. Even Chairman Dan in Victoria hasn’t set such unachievable aspirational goals. And it’s all dependant on the FIBI amongst us.

It would appear the rest of us are potentially 'red' already(?). And will be joined by AKL if they get 16,000 more jabs in (it did seem like that was a form of ransom - here's your last chance poke)
And once they join us in red. Everyone will go 'orange' once all CHDBs hit the target.

I'm struggling to see the certainty this apparently provides.
Eva888: So one DHB area will be Orange or Green at 90% and the DHB next door or either side may be Red at 85%, or have I misunderstood. Where will that border be for each DHB and how will anyone know which street is in Red DHB and which is in Green.
The unvaccinated can now hold an entire DHB area to ransom for months and where does that leave us in level 2 areas now. Are we now Red or Orange since we have not reached 90%
No I believe all of NZ will go orange when ALL DHB's hit 90% fully vaccinated. I personally don't think that will happen this year. 5 DHB's haven't even got to 60% fully vaxxed yet

The way I understood it, I thought the PM was referring to 16,000 doses as opposed to 16,000 people needing first doses. In other words, it could potentially just be 16,000 people requiring a second dose.

and when asked if this an end to lockdowns she never said yes.so who knows, some things are still not clear.

No - The framework does not apply until ALL DHBs reach 90%, except possibly Auckland who may be moved into the framework earlier BUT the border will remain
Cabinet will review all the DHBs vaccination rates on the 29th Nov ( if some have not reached 90%) and make a decision to move either the South Island, or the rest of NZ, into the framework. This is to cover off the cases where the vaxx rate may be 89.5% etc

No it was 16,000 more to hit 90% first vax. Will be 3-6 weeks plus to get close to 90% double vaxxed.

That's sort of what I gathered too.
Red is basically level 2.5. Auckland will move to Red once the three DHBs in Auckland reach 90% fully vaxxed. Once the rest of the country catches up, they move to Orange, then Auckland joins them and we are allowed out to see out families.
At Red and Orange, if a business chooses not to check vaccine certificates, they have to operate at the old Level 3 rules (so Hospo will be contactless, hairdressers cannot open). At Red, retail opens, with distancing requirements (and they don't have to check vaccine certificates).
