Yip, if they have none of the forms of ID to verify on-line then 0800 is the best way

My concern was based on this statement by the PM at Monday's press conference.
"Tomorrow, we will also launch the verifier app for businesses that require proof of a vaccine pass for entry and to operate. While a business will not be mandated to use the verifier, it is a very handy tool."
Is the other verifier tool an eyeball?

Much of a muchness. Internationally they don't really care who MoH NZ is. They need it to be in a format/common thing that is already accepted - (like your Actual Passport) that was established before our framework. The EU standard.
That's why it's different to the domestic one
Starting with HC1: instead of NZCP (NZ Covid Pass) which also looks up a domestic issues certificate they can invalidate for all if exploited.
The details included on your International Travel Vaccination Certificate must match your passport. You can review your personal details when you request the certificate. If you need to change your details to match your passport, instructions on how to do this will be available.
These certificates comply with EU Digital COVID Certificate standards. Some countries may have different requirements. Before travelling, please check the requirements of the country you are travelling to.
Fair points. Having an app that can verify both types would be a good idea though.
Eventually we will have tourists back here and they will no doubt need to provide some sort of proof they're vaccinated in order to enter various places/events. It's a pretty good bet they will have a pass that complies with the international standard since they will have travelled internationally to get here. Why not be able to scan those passes with the same app as business will need to use for New Zealanders?

It's so they can verify it is actually you holding the device/QR code by comparing those details against a photo ID e.g. Driver's Licence/Passport
Your details are not recorded by the app just displayed for verification purposes

Tried out the verifer app on the S10.
Uses the main camera - and scans the (un scaled) print out QR code quickly as long as you hold it the right distance from the phone.
Cannot use the provided placement guide. The phone camera simply cannot focus that close. - would be a really quick fix to move that guide though.

The government have decided on a pass format that will be easy to forge & lacks a photograph. Given the presence of other photo ID's and the verification system this is fine.
But to then come out and say that checking photo ID and verifying is optional is really weird. I bet it will become common knowledge in antivax face book groups, which businesses don't bother to verify or check photo ID, meaning they can be accessed with fake passes. What is even the point requiring businesses check if they aren't required to do so properly...
Will be interesting to see if a business is liable for fines if they are serving people with fake (or other peoples) passes...

If that person is personally known to the person performing the check, which is likely a lot of the time, there will be no need to see ID. All they'll need to know is the pass is valid.
I doubt there'll be much opportunity for "bad actors" to game the system. It's in the businesses best interests to see that it is used properly. There are too many financial disadvantages by allowing or enabling unvaxed people to beat the system. There isn't enough of them to base a sustainable business on for any business to want their patronage.

My understanding is that the Name / DOB for the pass are encrypted into the QR code, and due to the encryption not easy to change. This is unlike the name in plain text on the PDF file for the pass itself.
So displaying the Name / DOB is an essential security step, for the business to check against photo ID if they are doing it properly.
I understand that legislation is going to be passed that makes it illegal for businesses to log the Name / DOB data, or to use it for any other purposed other than verifying if you hold a vaccine pass.
