As others have said, 7.3c/km RUC's makes the likes of a prius cheaper (or similar) to run than an EV . Obviously this would put people off...

Do you actually get that efficiency? (measuring power from the wall, not the battery)
EPA rated (combined cycle) consumption for a 30 kWh leaf is 18.7 kWh /100km, which works out to 5.35kM / kWh. Well done if you do.
On the other side of the coin, My 24/7 per kWh cost for electricity is 15.74c. I Imagine going on a day / night rate would give much cheaper off peak power.
