Aaaaanyhow....

If a driver doesn't know what Tyres they need they should ask for advise. The best place could be here or I would suggest a professional tyre shop. Yes they may try to up-sell other services but ultimately they should know their product and can recommend the best Tyres for the individual circumstances. The OP will need to post some more details about their driving style, area of use, and common vehicle usage before any more specific suggestions can be made. The variety is almost limitless for their car.

If you don't have good tyres on all 4 wheels you are an idiot. My preference is new tyres on the rear. Unless you are an expert driver it is far easier to manage and recover from under steer than oversteer.

what happens if you have near new ones on there already?

Yes you can,  Defensive driving courses I did (several consecutive ones - by court order as a result of my own younger more reckless days) opened with the provocative comments that not only was every other driver on the road an idiot with a possible suicide wish, but they were also at the controls of a lethal weapon and didn't care if they took you out with them.  I'm not sure if that slowed me down (probably not), but I'm pretty sure it helped me survive 10+ years of motorcycling.  There's nothing quite like riding a motorcycle to convince you just how reckless many drivers on the road are.  Cyclists possibly agree.
Every single one of them an idiot?  No - probably not, but it's a good base assumption from which to start.

That sounds like the standard defensive driver training position.

That's not to say everyone else on the road is a poor driver, but more to prepare in case they are.

You are right, this information comes from multiple authoritative sources. My problem with this is for every time I have had the car go even slightly sideways I have had 10 instances of having to stand on the brakes because someone has done something stupid at an intersection. Even with ABS I want the best stuff on the front.

I'm a tyre nut. Good tyres all around is imperative. Best is if are all 4 are matching, second best is matched pairs front and rear, different tyres across an axle is lunacy. Fortunately wof requirements state a matching tread pattern, which is OK I guess now that retreads are nigh on extinct on passenger vehicles.
The part that irks me about the ”put new tyres on the back” camp, is that some in that camp think it's acceptable to have bald tyres on the front...The whole argument of whether it was understeer or oversteer is rather moot when you've slid off the road from bad tyres on whatever corner.
Generally your front tyres wear fastest so you have to adopt some strategy. One that has been presented is to always put new tyres on the rear, move the rears to the front etc. The downside is that you always have your worst tyres at the working end.
Another strategy I have adopted is buy 4 tyres all matching at beginning of winter so you have max safety on wet roads. Depending on your annual mileage and the tyre wear rating, check prior to the next winter, if the front tyres are say less than half worn swap them with your rears (which are probably about a quarter worn) for another (slightly less) safe winter.
Rinse and repeat.
If you are not a tyre nut, then just buy linglongs and drive on fine sundays.

In my experience the rotation of tyres achieves one thing, they all wear out at the same time. 

On the recommendation of the tyre shop I put the new tyres on the front and swap the older tyres to the rear.  Rear wheel drive car.

Edit to add;

I liked the Goodyear GSD3's until the tyre shop convinced me to get Toyo Proxes T1R's. The Goodyears were very good and the Toyos are equally as good especially in the wet and they wear well.

i looked into whether something like the Bridgestone ecopia's were going to bet better financially over a cheaper set.

the ecopia's claim ~5% fuel saving. the problem is they are more expensive (unless you get a good deal) at ~$100 a tyre over something that offers similar performance. and the 5% saving in fuel doesnt quiet make up for that difference. if you get the 3 for 4 deal it works out ok.

i do think they are an excellent tyre though.

I find that I get far more mileage from the ecopia's over the cheaper alternatives. 

Stay away from those cheap Chinese brands. 
Stick with Bridgestone, Goodyear and Continental. Far more mileage.

I'm on the 2nd set of Ecopias after the oem Turanzas. The 1st set were pretty much the same as the Turanzas far as grip and wear but the 2nd set are noticeably more likely to slip on road marking paint. Despite the tyre place saying they were the same I found a Bridgestone reference that the 2nd Ecopias were 1 grade more durable, 1 grade less grip. The 2nd set look as if they will do twice the km that the 1st did.

I really liked the Continental ContiPremium Contact 2 on our Fiesta.  Alas when it came to replace them I found Continental didn't sell them that size in NZ.  In fact, many brands didn't offer tyres for the Fiesta at all.  I ended up going with a set of Nexen Nefera SU1.  They have been fine.

Without the OP providing more use details. I have recently defaulted to TOYO TEO + for a good all round tyre with a slightly sportier slant. Last set just reached 30k and about 1/2 worn. We have the Ecopia Tyres on our work fleet. Found them quite OK in the dry but not so much in the wet. Unless you are after max distance and drive very cautiously by default I personally wouldn't recommend them.
