I observe that drivers with a heavily loaded bus (especially those with lots of standing passengers) will make the decision to run through an amber light to avoid braking too hard and causing injury within the bus. As a pax I prefer a smooth run through an amber light than to fall over myself because the driver decided to stop too harshly. Sometimes the amber phase is pretty short so turns red too early but by then the bus's kinetic energy means it's usually not worth stopping the bus for the red.
