4 south bound lanes to hill road, possibly takanini, 3 to papakura
3 north bound lanes to hill road then 4 to manukau. should be 4 from takanini to manukau
and re designing the takanini interchange

The cost of doing that would be huge especially the section between Taupo to Hunterville and in particular the northern end of the desert road. I do not think New Zealanders would like to see their road user charges raised to cover these capital costs.

Lias: Build the roads with unpaid prison labour, there is a fairly conveniently located low security work prison at Rangipo.
