But the biggest problem with such a scheme is that to get its best bang for its emissions buck it can't be socially equitable, 

 

It should take applications which include the details of the vehicle being disposed of and the vehicle being acquired,  then work out the cost per Tonne of Co2 reduction and pick those applicants,  -  but it wont..

 

Also, it might simply be cheaper ( from an emissions point of view) just to give every taxi driver/courier an EV as they surely do the most mileage

Households with an income under $75K should absolutely not be spending $35K on a car. 

 

I'm speechless. There has to be something else missing here because this is verging on what I'd argue is advocating for irresponsible lending.

Consider that the interest payable (and some of the repaid principal) will be offset by the reduction in running costs of an EV. No more irresponsible than a low income family extending themselves financially to fill their freezer with bulk purchase meat rather than pay exorbitant retail prices. It's called investing in their future and if the government help them to do so both the EV purchaser and the environment stand to win.

Yeah, the important detail is how much of that $35k will the household be paying. Is the government paying all of that? Will the government be providing an interest free loan for any shortfall?

How is that remotely comparable? One is a freezer full of food, the other is a vehicle financing arrangement for tens of thousands of dollars worth of debt at a time when interest rates are picked to increase over the coming years. There's 'investing in your future' and then there's encouraging people with extremely limited disposable income to take on vehicle financing arrangements, which often have a chunky balloon payment at the end.

 

I am convinced no one who has had a hand in designing this policy lives off a household income of $75K p.a.

Just take a climate policy and then hang ideology of central control, wealth redistribution and co-governance on top of it. Allocate borrowed money that will disappear into bureaucratic overheads and achieve virtually nothing. The only thing they need to complete the picture is if the Hon Phil Twyford was put in charge of running it.

With cars under $35k and 8 years old or newer being a criteria to get the funding, suddenly leaf owners might be able to sell their low bar cars with little hassle.

As an EV owner, the second impediment I hear after “the cost”, is always to do with charging. Not fast enough, not enough chargers, not enough range, etc.

 

Hence my disappointment. Just “get more EVs” and “here’s money” doesn’t address the infrastructure side of things. Where is the coordination for a network of high speed chargers? How about supporting the grid with home generation (ie PV panels) of some of the energy needed to power all these new vehicles? At the same time as encouraging charging at home, local bodies no longer require any sort of parking, let alone parking with access to a charger.

 

So because I live in the upper North Island I’ll continue to run my car on imported Indonesian coal and hope the 5 EVs in the neighbourhood don’t blow the transformer at the end of the street.

Given that Hybrids are seemingly included, I think we can safely steer away from "it must be a leaf" as there are plenty of options on mixed energy cars, and $35k will give you a reasonably modern variant.

 

Whilst the likes of the MGs have brought in a full EV at semi-achievable pricing, I don't think there would be many combined income of $75k driving around in a new (or near new) full EV, but a 2-3 year old HEV / PHEV? certainly an option.

 

Does this scheme replace the clean car rebate, or (as it should be), an either / or situation, where if you qualify for the grant, you can't also get the rebate, but those that fall outside of the policy's target market still have an incentive to also upgrade their car.
