Road tax is equivalency is calculated off 5.0L/100km. Class leading petrol hybrids beat this by a long way. Yaris hybrid per the toyota NZ website is rated at 3.0 L/100km (3P-WLTP)

Toyota was the only brand making hybrids for a long time. Toyota has a huge technology lead.

For the most part other brands are not aiming at the same market and have significantly higher fuel consumption and less hybrid gain. The average will increase before it decreases.

That will change over time but it won't be quick.

The Transport Minister has already said this is is intention.  How long it will take is another matter, so yes, it appears they will.    

 

The excise duty recovered from fuel is reducing, and will continue to do so as newer tech brings more efficient ICE and combined source vehicles.  It is an unsustainable taxation model even in the short-medium term.  Something has to change. 

 

I don't have any stats on how much fuel (subject to FED) is purchased for boat use, but my impression is that it would be a drop in the ocean (see what I did there...) compared to the overall FED take.  





Lazy is such an ugly word, I prefer to call it selective participation

Looked into this a little.

 

A EECA report from 2021 pegs off road petrol use at 14%, of which 87% is recreational marine. This would mean that 12% of petrol road tax revenue comes from recreational boating.

But this data does come from surveys, which has limitations. My gut feeling is that it is overstated.

 

 

 

Edit: Should note, in the interest of fairness, recreational boating shouldn't really be paying petrol tax, so fixing this problem should be seen as a positive outcome not a negative one.

Not for long.  Petrol vehicles will be in RUC in due course. 

 

Petrol vehicles are lighter than EVs, so presumably less road wear.

On rolling out RUC's to all vehicles, there is no public timeline for this, so we have no idea if it is going to be 6 months, or 10+ years. As such (without non public information), I don't think it is possible to determine that this situation won't exist for a long time.

Even if it was confirmed to be a short term thing, it is still not good policy. The wild swing from EV's being the most favored motor vehicle tax wise, to needing to pay 2.4x the road tax of a Yaris hybrid, to being treated evenly is wreaking havoc with vehicle retail industry.

 

 

 

On weights,  firstly this petition only covers EV's under 2000kg empty weight.

 

Secondly it is kind of moot anyway. All light (sub 3500kg GVM) vehicles do negligible road damage, So the difference in road damage from various weights of light vehicles is negligible. hence why 3500kg GVM is the smallest RUC band. Light vehicle RUC is essentially paying for the general provision & upkeep of roads, and space of those roads, not road damage.
