That's near-universal. I've got a great photo somewhere, taken from the grounds of the Royal Palace in Oslo, which is open to the public and you can walk right up to the windows, of the US Embassy just across the road with the Americans cowering behind the walls of their maximum-security prison. On the other side of the road, there's a low fence to prevent the public from damaging the king's tulips as they stroll through the open gardens. It's a great illustration of the different relationship between US and non-US leaders and the public.
