gzt: The security council is basically a council of military superpowers. When a superpower wants to continue a war - the security council can't agree on stopping it. In other cases it can explore possibilities for peace.
Or when a permanent members President needs the votes of people who support the country who is the aggressor in the war.

The discussions I hear on the BBC around putting pressure on Israel never seem to mention the fact the Netanyahu is only in power because of the support of extreme right wing fanatics.
He would be out of power and potentially facing prison time if they removed their support for the government so there is no way Israel is going to stop until these lunatics say it's OK.
And their stated objective is to remove all Palestinians from the land they currently occupy in Gaza and the West Bank and they really don't care if that is dead or alive.
