That means you've registered as voting for the Democrats or Republicans, so you declare your clan colours/voting in advance: "My klan, right or wrong". I was baffled by it when I worked in the US since it means you're (a) breaking the primary feature of elections, secret balloting, and (b) declaring that you're supporting your clan, not any particular political issue. Possibly one of the things that makes voting so partisan, since committing to something in advance makes you more likely to actually do it later.

In a lot of states you have to be registered to vote in the primary elections, such as choosing who you want to run for president for your party, registered republicans can only vote for who they want the republican candidate to be.
You can still vote for anyone in the general election though.
