Xi maybe being coy not to remind Muscovy about what happened 750 years ago ! 
Muscovy and what we mostly call Russia came under the Mongol-Tatar yoke.

It's worth noting recent conflicts in the DRC have displaced 5.8 million people. The elected government DRC after the first peaceful transfer of power in 60 years is clearly in a very difficult position. That's clearly offtopic. There is nothing stopping you creating a new topic if that's something you want to discuss.

I'm guessing that Bulgaria's poor infrastructure, high levels of corruption, and its lack of economic opportunities for engineers/ techies means their arms might be not be great.

Bulgaria has had a hard time, and one can say Russia influence over the years has kept it in the balance.
