NzHerald looks at Peters' previous diplomacy in north korea:

New Zealand Herald When Winston Peters was last in North Korea he tried to get the country to give up its nuclear aspirations but instead came away with a bird-watching agreement.[snip]

Visits by bird conservationists to North Korea remained closed until Peters' 2007 visit. After being approached by Kiwi bird lovers, Peters raised the issue with North Korea officials who confirmed they would accept delegations from New Zealand.

The first was made in 2009, with three Kiwi bird enthusiasts completing a survey that provided the first shorebird information from North Korea. More visits have been made since then to count and watch birds

The birds migrate from Korea to NZ.

So, NK says it is not interested in diplomacy until it can reach the USA with ICBM's reliably and same with air detonation of a nuclear weapon. It can or will arm a small nuclear warhead onto ICBM.

Then NK can engage in diplomatic talks

Talks about what? Talks about reducing NK nuclear capability? No, thats expired, never happen. Talks about the US moving out? Nah, thats also expired now that NK is more of a danger than it ever was before.

Talks aka bribes for recognition as a super cool nuclear nation? And we want economic aid too thanks.  When hell freezes over. They have isolated themselves, now its our turn to isolate them. China would love a reduced US presence in Asia, NK has probably going to double that
