Funny enough I will be ringing Telecom today to order this, and I live in an apartment (Newmarket, Auckland). I have OK ADSL speeds (12down) but I know part of the problem is due to high attenuation because of the cabling going into an alarm first, and the 5 jackpoints in the apartment. coffeebaron fixed the cabling in my last place so I picked up a lot about what to do, and luckily the apartments are cabled with CAT5, so a Master Splitter before the alarm should yield nice VDSL speeds.
You should be able to ask the team to install based on the master filter lowering your line attenuation to under 10dB, if not I'd say CoffeeBaron will have a busy week hah.
