THe big difference here vs other scenarios is that Vodafone could potentially launch their product tomorrow if they wanted. The sticking point is over whether calls from a Telecom PSTN number to another local Vodafone PSTN number is infact a free call due to the fact it terminates on a cellular network. If Vodafone did infact roll out a service before a ruling is given it would be very interesting to see what Telecom sort of stunt Telecom would pull - would they be crazy enough to start billing their customers for calling what they think is a local number? In this respect I think Vodafone have the upper hand particularly when they can point out that Telecom's new plan is offering a virtually identical product.
The whole debate is much bigger than this however, both Vodafone and Telecom keep taking about "convergence" - why do we really need a home line and a mobile to actually be linked together? The mobile network could replace the PSTN today if it wasn't for the fact companies like Vodafone insist of running a business model based around extremely high termination costs for calls. Telecom have called Vodafone's bluff so far - maybe Vodafone need to look at the models of non CPP mobile networks and offer per call terminations of somewhere around 20c per call.
sbiddle: I've already had a friend contact me today wanting to know the cost of building up an Asterisk PBX to interface his 2 home lines. Basically he could save a couple of hundred dollars per month on his mobile by setting up both home numbers as FCN from his 027 mobile. You then dial in and get a dialtone to dialout on the 2nd line for free local calls or toll calls at normal landline rates. You could also use a VoIP provider like iTalk or MyNetFone for outgoing calls and it would be even cheaper.
