If you assume a property already has decent wiring (e.g. CAT5 from the demarcation point, or new buildings with CAT5, etc) then isn't it simply a matter of installing a master splitter and making sure the wiring goes direct to there?

Yeah, if there's already decent wiring in place, then as you say it's just a case of installing\patching in the master filter such that incoming pair goes straight into master filter without any unterminated stubs on that side, then DSL pair out of DSL "side" of splitter and straight to a dedicated jackpoint and everything else on premises connected to other pair on the master splitter.
Sadly houses with decent wiring seem to be the exception not the norm though. :)
EDIT:Other option is just to connect the incoming pair directly to single jackpoint for naked DSL provided nothing else is connected in any way (even other unused jackpoints with nothing plugged into them can have a huge impact on VDSL)
At the end of the day though, now that the installs are "free" you don't really need to worry much about any of this, chorus will look at it an decide the best course I guess.
