Kyanar: Actually nox, if you try dial 111 your phone will latch on to the nearest network and dial using it - even with no SIM. It's one of the safety features that mobile networks have built in.

Not in New Zealand... I have confirmed with both Telecom and Vodafone that they won't complete 111 calls from a phone without SIM card. This is because of too many idiots pranksters around calling 111 just for fun.
This was a request from the emergency services coordination in New Zealand.
